IS IT A CRIME TO BE A FOREIGNER?

‘Is is a crime to be a foreigner? We don’t think so.’ This is the last sentence in a dissenting opinion of six judges of the European Court of Human Rights in the case of Saadi vs.United Kingdom of 29 january 2008. Criminalising foreigners isn’t new but the rate at which the phenomenon is spreading is alarming. Criminalisation effects those who leave their country but also the foreigner in his guest country.Criminalisation which manifests itself in military operations (Frontex), in more and more criminal offences, in administrative measures which affect privacy and freedom, in the creation of stigmatizing databases.

The main aim of the colloquium is to give a thorough, practical and useful analyses of the human rights violations. Besides specialized jurists, speakers will include union representatives and practioners.
